I think the "height" for bird Pokemon was supposed to be their wingspan at first (like how it's length for serpentine Pokemon), but the artists made a mistake and it stuck

if you look at real bird research you'll see that birds are almost always measured by length from beak to talon while stretched out on a table.
Wingspan tends to be measured as well, but it plays second fiddle to body length.
Also, kilowattrel is just big like other anons have said.
