We've only had vague references to getting FireRed/LeafGreen and nothing confirmed other than the fact that these games are digital only, outside of NSO, and people have mostly been going off of leaks. VC releases may not be just what we get, and although I'd be fine with that, there actually is precedent in leaks that showed that they'd be interested in once again returning to Kanto in a new project.
I'm not that tuned into what those leaks entailed other than just knowing roughly what the projects were, but with how projects evolve over time, is it not within the realm of possibility that this is what was left over from that project and the name is called project "seed" because this is something that will grow over time into a larger game? Do the project names have anything to do with the projects themselves? Gen 8 was 'Titan' because of GMax after all, 'seed' might be the internal reference to how they plan to manage this game. Plus, if they have a living/live update game, they can reliably justify supporting it on Switch 1 for years to come so they do not have to worry about just the Switch 2 and its sales.
Also if you wanted to keep the Pokemon experience intact, you'd still want different versions for people to pick. That way the rereleases/remakes of FireRed/LeafGreen would turn out to be your anchor game and everything else works in a DLC sort of way in terms of expansions to other regions.
This is all to say that this me being extremely optimistic, odds are the games are going to be just the remakes rereleased with little changes. If it was something larger, we'd likely have heard about it by now from other leakers instead of getting teasers for FireRed and LeafGreen specifically.
