Add sand form
Base 100 in every stat
More moves like Weather Ball that do different things by weather, to give it varied utility that you can plan around

Give the ability an additional effect like parental bond where it gets to attack twice if it uses a "weather" move. So you can go Sunny day + Weather Ball if you clicked Sunny day first. Or you can Weather Ball twice.

Sand storm makes it a rock type.
Terrains makes it the terrain type.
If both weather and terrain are up, it becomes a dual type.

It won't fix it, but it'll make the gimmick more interesting to me.

Stat buffs aren't usually realistic for most pokemon to receive.
So instead let's rework forecast to give a buff to certain stats when weather's up, disappearing when it runs out. Also rock form, obviously.
