and Mawile getting her mega before her counterpart Sableye was probably just GameFreak dropping hints that Hoenn remakes were coming soon like how Blaziken got a mega a whole year before the other two Hoenn starters. It was just their way of teasing that Sableye was also getting a mega soon.
They just forgot about Mawile being Sableye's counterpart in SV for no reason even though realistically Mawile should be in Paldea with it neighboring Kalos. In almost every other game they're version exclusive counterparts, and in Black 2, Mawile is tied to Nate while Rosa gets Sableye from Yancy/Curtis.
They also did Mawile dirty in Alola with Sableye being part of the dex and not Mawile, thankfully the Ultra games fixed that.
