There's a big white and blue and purple birdm a rapidash at the top left, dumb fire wolf bottom right, char bottom left, no clue what is top right, Could be Araquanid? none of my methods of reversal have cleared this up much but there is bright green, could be the trainer's outfit though. I'm leaning heavily towards Pokemon Dash :Riders as the title looking at the the text more, as in op's original image the mosaic isn't perfect and at the top right you can see a checkered flag.

What I thought could be lasso's are just dash or checkpoint rings from other racing games the more I look at it.
can't tell what pokemon is in between center trainer and the zard, the best quality is the second op picture where they overlaid numbers before the warp and blur.
