it's the spikes on jynx's sides
they're derived from jynx's gen 1 front-facing sprite, where the minimal spritework showed ruffles from jynx's dress behind her
come gen 4 whatever fuckup at gamefreak thought they were spikes, and now jynx inexplicably has spikes sticking out of her side even though it's incorrect and retarded
also the front two black lines on her dress were an old sprite relic to show dress ruffles and have no place in the textures for the 3d models
shit's just all out of whack and nobody at creatures cares to fix it nowadays
