Nearly two decades of desperately trying and even if you them all combined they still don't measure to half of Cynthia's popularity.
I really do not understand how GF is so incapable of understanding why Cynthia is as popular as she is. I don't count Volo because 3/4 of his appeal is that he's literally Cynthia just with a dick.
Even Cogita was a failure because they somehow thought it would be a good idea to make her partner Pokemon one of the most hideous Pokemon in the entire franchise.

Volo worked because they made the smart move of
1 making him fujo bait
2 making him unapologetically evil
despite being a woman in drag hes the exact sort of character that appeals most to women. Hes also an interesting subversion of Cynthia, who was always a very shady and mysterious character to begin with, so Volo's actions provide some context behind why Cynthia seems to know everything but largely keeps (you) in the dark.
