I THINK it means "every existing pokémon is available on the Switch one way or another" which is true and correct (might have to jump hoops and it may have been easier to collect them when the particular games were the newest) but I hevaily doubt just because they all appear onn Switch hardware they're all going to appear in Gen 10. It took 2 1/2 Gens for everything to appear on Switch in the first place.
