Funny enough, none of base Sceptile's Pokedex entries reference its tail or how it uses it. So there is flexibility there. Using a thick tail to attack or defend with, like Captain America's shield.
Sharpness 100% fits Sceptile better thematically, since nearly every Pokedex entry references its sharp arm blades. Sceptile would definitely need more moves though to make the most of it.
