Game Freak own sole dev rights, Nintendo order the games directly from them (and provide the budget) because they want the games EXCLUSIVELY for their hardware, not contracting them through TPC as side support like with PBR, Colo/Gale and the rest the trash Ishihara produced as spin offs for the Pokémon brand.
Game Freak just take time to get used to a new system, because until they get that new system, they're working with potatoes figuratively and metaphorically, as they're not ALSO making games for other consoles, as they don;t need to whore oyut to several systems/publishers to keep studio lights on, they don't exactly have to try until they need to (even the Switch wasn't that great, compared to what S2 is).
