Fire/Fairy is still listed as an unused type combination, so Pombon would be the first official Pokémon with that combo if it goes there. The case for it is obvious: Pombon is cute, friendly, fluffy, and very Pom-coded. The case against it is that the official bio so far emphasizes a heat-generating organ and a straightforward puppy concept more than anything explicitly magical or folkloric.
Stays quadrupedal: 35%
Base Pombon is clearly a short canine with short limbs, so the raw design supports four legs. But Fire finals like Delphox, Incineroar, and Cinderace are all explicitly bipedal or humanoid-ish, while Skeledirge is the recent reminder that Game Freak can still keep a Fire final mostly on all fours. I would not trust them with your hopes here.

The Pom angle looks deliberate, not accidental: GamesRadar describes it as modeled on a Pomeranian, and Bulbapedia’s name-origin notes across languages keep tying it back to Pomeranian + fire. My guess is the line stays recognizably dog-like and probably spitz-like, but the final evo may broaden from “tiny Pom” into “larger heroic spitz/lion-dog thing,” because evolution design in this series loves taking one clean idea and stapling two more onto it.
My cleanest bet: Fire/Fairy is plausible, four legs are in danger, and the Pom vibe probably survives more than the exact breed proportions.
