Venusaur is a reference to Biollante, and the plot of the movie was that the scientist tried to clone his daughter (also named Erika) but ended up making the plant monster instead.
If the ghost trainer theory is false, then it's still the Venusaur line because it was a normal wild grassmon before they changed the main elemental triad from Fire/Water/Electric to Fire/Water/Grass. Vileplume and Victreebel were made to replace its spot in the wild so people who picked Charmander and Squirtle can get their own Grass/Poison mon in the wild now that Bulbasaur is a starter.
