His tail differentiates him a lot from Rowlet (and even Torchic, who he is actually more similar to), and from the side view he will come across a lot differently. But they keep showing him directly from the front, where his round body just invites Rowlet comparisons.
Gecqua also keeps getting compared to Sobble even if the actual animal rehash is Treecko, and its actually very different compared to both.
Animal reuse is of course to be expected, since they'll never make a starter out of something gross like a bug or squid.
