Look, back then there wasn't a Gen 2. It was just Pokemon 2. There was mean to work as a standalone game but to complement the already existing. There wasn't a Johto Pokedex just an extended Pokedex were the already 151 got to 200+. Is not a replacement as future games does as Hoenn does with the Hoenn dex were the new Pokemon get to shine above old mons and the old mons gets relegated to filler.
The new Pokemon are more of a complement. A curiosity to keep the exploration. Not mean to be their own thing. You aren't supposed to use a full team of Johto Pokemon, you are supposed to use a mix of new and old. That is the intended way. That is the reason of the distribution really.

In your way following what I can main story you can get a total of 3 of the new evolutions of Kanto mons: Crobat, Espeon/Umbreon.
6 of the new evos are Trades. Not really meant for main story. Fucking 6.
7 babies pre-evos which are Johto Pokemon but 1) you don't find them in the wild and 2)They evolve and in what? Kanto mons anyway. Exception is Tyrogue which is found in an optional dungeon, late game, also evolve into 2 previosly unrelated kanto mons making them part of the same family, but wait. Is the only one of the babies with their own Johto evo. Just is the most difficult to get.
The game encourages you to use the Kanto mons above the new ones. Example: The Lapras in fridays which the game encourages you to use because the Surf sprite is Lapras. Then main story you are supposed to get the Shiny Gyarados in the Lake of Rage, which if Gold had a canon team it would definitely be part of it.
