With what we know from the Teraleak, those pokemon that would get teased a generation early were typically just the designs that got finalized earliest on and not necessarily a reflection of how they want to market the game or the franchise at large. Beyond RS's prerelease promotional material it never really was focused on with only a couple appearances in spin offs as the merchants in mystery dungeon and a bonus stage in Pinball RS. By the logic that Kecleon was a "failed shillmon" then you could also say Wailmer, Azurill, Duskull, and Wynaut.
