There's no way in HELL the starters (and most gen 10 designs) weren't finished by then with piles of reference art in the database.
Leakers are just holding out so they can dripfeed later for twitter followers or whatever the fuck.
Even though the Switch 2 is currently unhackable so we cant expect datamines 2 weeks before release (and also fewer people will be able to play pre-release since emulation doesnt exist yet either), we're not remotely in the return of surprises and genuine unknowns. Any of the leaker's inner circle with access to all the files knows everything and just isn't saying.
