Same exact reason why you can't shiny hint legendaries. Or in ZA's case, the mega stones for the gen 6 starters effectively being behind a (((paywall))) in the form of ranked battles (where tryhards spam Garchomp) and people subject you to Babylonian damnation rituals for daring to use what you want.
