Because that sprite was made by Nishida, and Ken Sugimori made a worse design for Venusaur to boost Charizard

It was the only time they drew the sprite before the key art. Since they codified the key art, the resultant in-game presentation has had to adapt to that.

the head and eyes are more similar to bulbasaur & ivysaur
the markings on the body are flat (like bulbasaur and ivysaur), they later changed these to lumpy warts for some reason

This is the best Venusaur design. Look at how his head seamlessly connects to the body.
They fucked up by separating his head from his body in the Blue sprite and Sugimori art.

I feel like they picked the same and the -saur ending to make Bulbasaur sound like bulb + bizarre to go with the Japanese name that’s a play on “is t it strange?” It just happened to vaguely look dinosaur enough to fit.
