It fills a role, and in a lot of ways it isn't because it's so much better than every other mon that does it, it's because there aren't really any other mons that do it.
Same with Amoonguss. The issue isn't that it's a busted mon, it's that there aren't really any other redirectors with spore that have any appreciable bulk.
