Shareholders care about money, and to get money they have to give customers what they want. People hate hearing this, because it would make them responsible for their own decisions.
In a business like this, where people ACTUALLY care about the well being of the girls and them being happy, shareholders will indirectly care about that.

That's the unimaginative answer. The realistic question is how little can you give without driving anyone away. For talents it's how much can be cut from welfare so you don't use more than needed on something that doesn't turn in to profit. It's cheaper if the atmosphere is competitive and rewards the ruthless than to provide a level field for everyone.

It's not "upper" that's the problem and it's not malice just incompetence and sloth. Hanlon's razor is sharp as ever.
Kanata had to step in specifically "to do tasks not clearly assigned between departments" and that's such an easy problem for a project manager to fix it's depressing more than upsetting. Any decently large suit-and-tie company has this shit and more, every day. And office politics to boot. But Kanata didn't have a project manager to email two people's bosses to work it out or call a finger-pointing meeting for lunch-time on a Monday. And the talents aren't employees so the situation is awkward at best and they can't do the basic office worker shit that needs to be done in these situations.
