The best you can do is with something like an event where you watch and move your penlight.
Or you could use a form of prerecorded NPC character an add a bit of AI in it but that would be a risky thing to do because what makes them interesting is that they are real so you can't use another person or an AI to "extend" them.

In that case creating something like an attraction parc around the event venue for fans to meet after an event could be a start.
But they already have social media for that so at best it would be an extension of it.
What could make the experience valuable is for fans who usually only meet during live events to have a place to exchange more like in real life through VR.
It's difficult to meet people like you outside of niche platforms, although that may be different for Hololive fans in Japan.
But I don't know what will revive the interest in VR for larger adoption.
