Niji's VTA goes against the idea of vtubing. By debuting a bunch of recruits, no one gets attached to them because half won't make it in. Additionally, if they debut a bunch of them at once, they won't put in effort into their design or setting. If they "redebut" the ones that make it in as actual members with good designs, it removes the feeling of them being their character.
It works in Nijisanji because almost all of them are boring high school student characters and so most of their designs are uninspired and feel mass produced. That won't work in hololive.
Hololive has always operated the opposite of Niji's "accelerate" strategy by prefering fewer high quality members than a bunch of disposable talent and seeing which get popular.
This is horrible news and it seems like an idea brought on by investor pressure and not what hololive is supposed to be.
