For instance, cosplayers, seiyuu, odorite (idols that make dance choreographies), akiba-kei idols, net idols, and so on don't necessarily sing. Another thing is that singing for idols isn't really about how good one sings but rather how well they perform. Also, jpop singers and stuff are not necessarily idols, only the ones that actually identify as idols.
Vtubing is kind of an extension of net idol and it has its own specific activities like doing roleplay, karaoke, and other stuff (though vtubers don't have to do all of them).
That said, a lot of vtubers in the west (especially those on twitch) are really just streamers who use a vtuber avatar and don't do any vtuber activities or identify as idols.
