Hololive have lots of cash and good menagement so they can easily pass through such red tape issues, it is only poors who can't afford anything will get mogged by the system
Technically a manager/staff can make an account and show his ID then just pass it to the vtuber to use their account for whatever

Okay I was expecting the London jokes but hilariously this venue is next to Whitechapel station which has signs in Bengali since that's all the locals speak. Should hold it in Moreton-in-Marsh instead since the signs there are in Japanese.
