We have a lot of low IQ people coming out of high school nowadays that would have dropped out 20 years ago, due to general global humanitarian trends and the legislation it has motivated. Still though, you can look to dropout rates and see that the first two years of college, which is for most universities the general education/liberal arts portion of the degree that remains the same regardless of discipline, are a significant gatekeep. And you can also be both intelligent in the sense of having high IQ and appear retarded to others, these aren't mutually exclusive. Another well-known thing is that the majority of people think they're smarter than the majority of people.
