Is it a general that gets achieved when it served its purpose? or is it a general that just never gets enough posts/hour even when there's a stream going on?
Thing is, even generals like /yah/ that were super active when their oshi streamed eventually attracted the sort of poster that simply wanted to fellate other posters rather than discuss streams.
You know it's over for the general when these losers arrived because they simply can't live if the general is gone
