You could technically neglect all other areas but I would REALLY not recommend it. If you want to start off I would recommend with body weight workouts first. 15 x 4 squats, 15 x pushups, 1 minute plank x 4, 15 x 4 sit ups 5 days a week. Make sure you eat lots of protein as well. Carbs are fine in small amounts. Stay away from fats & sugars. It is mainly core but it will be a goof foundation for future lifting you will do on arms, shoulders, & legs.
