An idea I had floating around is that she is actual an officer or up and coming recruit within the naval forces of the kingdom where the story starts. I could just as easily give her a role in law enforcement and the like somewhere else, but I figured it might be a nice bit of flavor to make it so her and Noel could have had prior interactions.
