We have groups that can do special operations deeper in enemy territory very effectively, but not large-scale line battles (Anything bigger than 40 souls I'd say). The issue isn't so much the tactical ability of the troops, but the Black Fleet isn't used to dealing with the logistics of supporting many men without access to the coast.
