This was back when EVERYONE was shitting on kronies especially since the canal arc was around that time too. Risuners would probably in lore most likely would not have had a reason for the independance until told later by other people that kronies are doing it for their own benefit or that everyone would be afraid of them having a foothold in the mainland (i remember people being scared shitless about them theoretically having full access to put troops in /risu/).
To answer your question I will say a combination of kronies realizing that they took advantage of the natives who simply didnt care (our thread literally said do whatever the fuck you want with our land) and declaring it themselves as well as other nations urging for us to be independant as well.
