They essentially promoted Ame from a virtual idol to a full fledged character and the person behind her as her seiyuu. So she joins the ranks of other old anime and game characters who have had and will have the same VAs for eons. Yeah, no streaming sucks, but at least future projects can have her come back. Even in the meantime, Ame will always be Ame even while waiting in the ether. It's not perfect, but I'd much rather shelve vtubers in my mind this way than having them be an outright nuked IP that's taboo to mention. This gives them more honor. She'll join all the other old characters I've enjoyed throughout my life, and her "seiyuu" is free to pursue other projects vtubing or otherwise until she's called back.
