It's not, not in 2023. Subs are cheap in 2023, they weren't in 2019.

Here is the top 12 for Subs in the month gen4 debuted. 332k would put a channel in the top 10 of all vtubers.
In August 2023 Fuwamoco beat that 4 days after debut.
For quite some time subs are no longer a good proxy for either popularity or notability SPECIALLY for those getting subs out of tje #shorts audience

They did. They debuted Holostars in June 2019.
Pic related has the subs ranking for vtubers in Dec 2019, it's not just that Mito was the most subbed, but Honma was the second most subbed and the rising star of the company.
There is a reason she got he nendo together with Kuzuha and, arguably, in a position of more status and prestige than him.
Manjisanji for real only happened in 2020 after Hololive consolidated their dominance on the girls side and Nijisanji, on the boys side.

I disagree with the premise tho, the audience that made Hololive the behemoth their are today wants nothing with boys, they didn't back then and they won't in the future
