There's some gray area between there and super skimpy, 80%+ naked bikini armors or costumes where she cuts off, also she's apparently worried about getting bonked for visible pantsu (and that one's obviously an out for costume wearing on stream anyways).
Blatant loli pandering outfits are probably ok, I don't know if she liked the recent sukumizu but pretty sure she doesn't shy away from loli Ui references or randoserus etc.
