He makes the artists think there is a big crowd cheering for them, and he does this very often with his deliveries, topping ten replies and having a bunch of "anon(s)" gushing over that specific post. It is annoying, but he thinks that it will make the same artist likely to do that kind of content again. Sadly, because artists can't tell the difference between genuine responses and just empty praise, it works:

It is a pattern that repeats itself. Ten one-line replies, with the middle or last one from "OR," who just happened to notice said delivery vs OR thanking an artist for doing their request, ocasionally someone else who likes their art of the same chuuba, no more and no less. I rest my case, I have no time to play the Devil's advocate game he will try to push on me.
