Scraps and flags and other small entries would of course stay in the archives just so if a rep comes around for that nation, he at least has some ideas to fall back on, but their land claim should go away till said rep comes around.

Nations that were already referenced in past stories should have some requirements to fill out, and we would have to compile a complete list of said mentions. Off the top of my head, I can think of ggg, as you said, and matsuri having a rivalry with luna(?)
