I really think the twist is Kirsche is CIA. It's not as if a group with that many resources is incompetent, it's that it doesn't fully comprehend the genesis of it's own competence and treats it like magic or a stock price or something. If it gets a hit it doubles down on that project or agent for as long as what's working keeps working. They don't know how to trick us, they just know when they have tricked us and have to keep trying.
We beat the glowies when their synthesis breaks down, no sooner. The cavalcade of failure will eventually see the beast put worse and worse charlatans up to bat until they're infested with ideas that block clear synthesis. Kirsche may simply be the amusing and inevitable output of this process. It's funny, I should be saying Pippa, Pippa would launch into a defense of the US's right to determine the fate of the world that would put the worst glowie to shame, ultimately believing that might makes right. That's exactly why it's not her, real principles are too risky to mess with, you could buy Pippa for a lot less but you get a paladin at the end of the process, not a dark knight, you get Judy instead of Nick and the CIA only wants fox dick. That's it's internal culture and the proper target for OUR moral distortion of the enemy, that's the thing they can't change.
