They keep trying to push the Hololive audience to watch every single one of their shitter products instead of cutting things off and separating them. This is also PARTIALLY the girls' fault, because I'm 100% sure that Suisei, Migo and a lot of the girls took one look at ReGloss and saw that they were going to be thrown to the wolves with no chance of success, which is why they were adopted.
Cover has to create some new brand that has ZERO connections with Hololive to push their products if they want to try and diversify it, and not pander to the existing audience or force them to watch it.
It will SUCK in terms of numbers early on, but keep at it, and it can grow if you have a good core idea (which they STILL have not had yet).
