The worst part is that there seems to be some kind of peer pressure for everyone to join because it just won't work with too few people like people have pointed out over the years every time someone has asked for a holo GTA server.
Even with almost everyone joining they're still too few which is why they have a bunch of outsiders on the server who are supposed to help out.
