By 'spectrum' it actually means there's a collection of different kinds of disorders or behaviors that are all classed as being on this spectrum - like a rogue's gallery of different obsessive-compulsive ways your brain could be fucked up
Autism is the same in that are just different kinds of autism on a spectrum but it doesn't mean all of the general public are on the spectrum - by definition, only autistic people are on the autism spectrum.
