Adding onto this though, I guess setting a word count limit would level the playing field some more when it comes to different length fics competing for one of the prizes. Longer stories are generally going to have more plot elements and better character moments, making it easier for them to score prizes like "best characters" and stuff. By adding a maximum word count it allows shorter stories to stand a chance at taking some of those prizes since it won't be a 5k word story squaring up against a 50k word monolith.
