A larger number of the fans of these accounts are people who have no interest in vtubers (even actively dislike them in some cases - picrel is BVTM on an alt after his main account was banned and one of his fans responding) but are drawn to Phase mainly because of Pippa - or rather old Pippa. Azehara, a Pippa clipper, is a big supporter of BVTM and similar accounts, he's also one of the founders and admins of TVA - the Kiwi Farms spinoff site dedicated to vtubers. He in particular has little real interest in vtubing beyond culture war shit, and he saw Pippa as a means to spread that among vtubing fans.
tl;dr they usually have specific agendas (anti-idol, pro-political chuubas like Kirsche etc) and see Phase as the best way of pushing those agendas into vtubing as a whole
