She doesn't have a dedicated artist they draws her at a decent pace. Hase and Naokomama draws her but is either slow or is occupied with other Vtubers. Artists see other drawings of a Holo and wants to draw it, and the cycle continues. Her not having something decent coming out hurts her presence among artists.
2nd is like you said lots of things to filter through. Not only are there grem stuff to go through, there's also shipping art to sift through if you're not a fan of it (also why do shippers do this, using the main tags)
Although I must say she alone probably inspired lots of good animations from her on screen antics alone.
