Japan has "unity" in the form of caring about both their colleagues AND both their fanbases (see pic related). The "general sentiment" of their fans are as much a part of their decision making as their own desires.
This is why Nene waited for her own remodel and 3D while the rest of Gen 5 got their 3D. Do you really think the rest of Gen 5 wouldn't have waited for her? They would have. But the decision was up to Nene, and she had to think of how much 3 other fanbases (SSRB, Yukimin and Omaruza) would feel about having their oshis' 3D delayed BECAUSE OF HER.
Meanwhile Hana Macchia waited for more than 2 years for her 3D, because of her "savior complex", and ignored what her own fanbase wanted. Same with most of the other ENs. They will do what "they want" and "the fans" are free to watch something else if they're bored. "The fans" are never part of the equation of their decision making.
And I can guarantee you that Council is being "unity" in their own way, refusing their own opportunities in order to "saviorfag" Irys and have all of them debut together, because it feels good morally. The wants of their "fanbase" is the last thing on their minds.
