Anime is basically just cartoons made in japan, from movies to TV shows and more, often made as adaptations of manga. A form of storytelling from a specific culture.
Vtubing is basically a subgenre of streaming that originated in japan, but doesn't have a specific culture and is seen more as a medium complete with several forms of subgenres like the corp scene, idol scene, twitch indie scene, ASMR, etc. Also not a form of storytelling outside of the occasional stream bits and the old-era videos kinda?
Being from the same place does not make them the same thing, it's like saying Baseball is the same as Boxing cause they're both a professional sport in America.
