>>57217615You can activate that card from your hand at any point in a game. Then for the rest of the current turn you can draw a card every time your opponent (special) summons a monster. This basically forces your opponent to end their turn on the spot (with a practically empty field), because every single deck needs to (special) summon monsters to set up a board and the sheer advantage from having even only 2-3 more cards in your hand is too much so they just get btfo if they chose to ignore it.
Every single deck runs max copies of this card and turns yugioh into Go Fish where the duel degenerates into

It's not like people make decks with maxx "C" in mind and try to play around it (you can't). It's just there and adds randomness. You fix the game by nerfing problematic summon turbo decks, not by keeping the bugs legal.
