The kinds of people who want children and are capable of having children will reproduce, those who lack either of these things won't. It's not a question of spreading an ideology, it's closer to bacterial expansion caused by no other reason than a self-replicating thing's inclination towards continued self-replication. Even on the level of ideology and culture selection pressures exist. Ideas that are excessively harmful to life will be overcome by those that are beneficial to it.
