While their employees might come from the US, ID, EU, etc. they still deal with it because on paper, they are working for a japanese corpo. In our case, it's mostly to make anyone angry.
The guidelines and perms have always existed, they went nuclear at holo before and that what got every corpo scared to hell with it, better deal with it than be blacklisted
