But why SHOULD this be seen as a reward? What's the actual reward if Cover end up making bank from it? Surely if it can be done in the first place then Cover would make it happen eventually (as already proven to be the case with the other nendos) since they will recieve cash from it. The same goes for Ame's Paladin's voicepack - In the end Cover is actually making a gain from it. So it would make sense to ask for something else and then let Cover do stuff like the Nendo/Voicepack on their own, without using up the reward. For example, look at Kiara's 1m sub request. That actually comes out of Cover's pockets and so I can understand how that looks like an actual gift reward unlike the others.
