As for the area between the breasts, the guidelines allow for so called unrestricted cleavage as long as the other requirements are met so that could also be argued in either direction. All in all, it's probably a generous interpretation of the guidelines intended to show when you're unambiguously risking a ban rather than to say you are 100% safe.
