Even here in the UK people with Down's Syndrome literal retards are allowed to own knives so it must be something specific.
Maybe Filian was a cutter/suicidal in her teen years and something happened that resulted in the state banning her from owning knives? I'm not sure what else would qualify, she's a bit silly but the woman we see in her alt streams is functional.
Admittedly I don't know anything about Canadian law but I can't imagine they're much more restrictive than the UK.
She's adamant that her face is ugly so maybe childhood bullying from other girls drove her to doing something silly? Girls are fucking evil after all, anyone who doesn't have a sister/had a gf wouldn't understand just how much worse teenage girls are than boys.
